older. The facility will have one full-time on-site nurse who will also serve as the manager of the <br />facility. The conditional use permit requested is in regards to Loving Care Senior Services desire <br />to utilize a second dwelling on a parcel for a nurses living quarters. Conditional use permits have <br />been issued in the past for more than one dwelling on a residential lot. Since the lot has been <br />vacant for so many years vegetation on the parcel consisted of nothing, but tall weeds and <br />existing mature trees. Hanna Smith has made several site improvements to the estate since <br />purchasing the property. Staff toured the site and saw a vast improvement to the outside <br />landscaping. The applicant planted 171 various bushes; river rock and keystone block have been <br />strategically designed around the entire main dwelling and a cement pathway with established <br />landscaping on both sides has been constructed to the proposed second dwelling. The parcel <br />contains lnany mature trees in the front, side and rear yard. A sprinkler system has been installed <br />and the entire parcel has been spread with black dirt and seed. The property now contains two' <br />courtyards, one in the front and one in the rear yard, with landscaping established around each <br />courtyard. Staff feels that the applicant has installed a landscaping 'plan that exceeds City <br />standards. Staff was able to view the inside of the proposed second dwelling. The interior of the <br />building is completely sheet rocked and it appears that most of the electrical outlets are in place <br />but not necessarily working. The structure is absent of flooring, a finished kitchen, a finished <br />bathroom, and working plumbing. The current status of the facility is that it is not in a livable <br />condition. If the proposed use is approved, the applicant will make the necessary improvements <br />to provide for a livable facility. On September 5, 2000, the Planning Commission reviewed the <br />request for an interim use permit by Loving Care Senior Services to utilize a detached accessory <br />building as a second dwelling. The interim use permit language would have required the <br />applicant to construct a 50-foot, aboveground addition connecting the two dwellings within a <br />five-year period. The Planning Commission noted that the City has granted conditional use <br />permits n the past to maintain two dwellings on a parcel without a connection and wanted to <br />proceed in a similar manner. The Planning Commission tabled the item and directed staff to <br />draft the request as a conditional use permit versus an interim use permit and bring the item to <br />the October meeting for their review. The Planning Commission reviewed the conditional use <br />permit application and held a public hearing on October 3, 2000. The Planning Commission <br />recommended approval of Loving Care Senior Services request to maintain a second dwelling on <br />a parcel. <br /> <br />Councihnember Anderson inquired as to where the nurse was presently living. <br /> <br />Hanna Smith, Loving Care Senior Services, replied that the nurse currently lives in the basement <br />of the main house. <br /> <br />Councihnember Anderson inquired if there are nursing services available 24 hours a day. <br /> <br />Ms. Smith replied that the nurse is always on-site and on-call and they will always have people <br />on-site to work with the seniors. <br /> <br />Mayor Gamec inquired if the senior foster home is a permitted use. <br /> <br />City Council/October 24, 2000 <br /> Page 11 of 31 <br /> <br /> <br />
