Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Anderson, Connolly,
and Zimmerman. Voting No: None.

Case #12b: Cable Franchise

Councihnember Hendriksen stated that the franchise is ready to be approved however during the
negotiations 14 or 18 months ago they met with QCTV staff regarding the intent of the City of
Ramsey to move the Council chambers and they had requested that the language be drafted to
allow the City to have the ability to broadcast live from the fire station. The first time the
language was included was during the one topic meeting which included $150,000 charge for the
change which has now escalated to $350,000. He stated that there is a meeting scheduled to
discuss the technical issues with a consultant from River Oaks. The issue the Council needs to
address is whether or not it is acceptable to tape the Council meetings at the fire station and then
re-broadcast them instead of covering them live. Mr. Hendriksen's opinion was that there are
times that people see an issue and feel compelled to come down during the meeting and speak
and he does not feel that taping the meetings are terms the City can agree with.

Mayor Gamec inquired if the fire station Council Chambers is already being equipped for cable.

Councilmember Hendriksen replied yes.

Mayor Gamec asked if there has been a motion to go forward with this.

Councilmember Hendriksen stated there have been discussions for 14 months and this has not
been handled to his satisfaction. He wants to make sure that there is a consensus that they do
need the capability. The cable company has given the opportunity to other city halls and where
they hold the meetings is City Hall.

Consensus of the Council was that the City needs the capability to cover the Council meeting
live.

MAYOR AND COUNCIL INPUT

Councilmember Anderson recognized the efforts of the Fire Department and Law Enforcement
with the wild fire in the Carlos Avery Wildlife area.

1) Schedule Work Session for Monday October 30, 2000

ADJOURNMENT

City Council/October 24, 2000
