Case #1: <br /> <br />Public Hearing Authorizing a Tax Rate Increase for the 2000 Tax Levy <br />Collectible in 2001 <br /> <br />Mayor Gamec closed the regular portion of the City Council meeting at-7:10 p.m. in order to <br />conduct a public hearing. <br /> <br />Public Hearing <br /> <br />Mayor Gamec called the public hearing to order at 7:10 p.m. <br /> <br />Presentation <br /> <br />Finance Officer Lund stated that a provision in the 1999 Omnibus Tax Bill requires counties and <br />cities with over 500 population to hold a public hearing and adopt a resolution before a "levy <br />certification tax rate" increase may be allowed. (Minnesota Statute 275.078) This public hearing <br />is in addition to the Truth in Taxation public hearing, which will be held on December 4, 2000. <br />The State law requires that an additional public hearing be held in the event that there is a tax <br />rate increase from 2000 to 2001. In essence, the law requires Cities to hold a public hearing and <br />pass a resolution indicating that the tax rate is higher than it would have been had the same <br />dollars been levied as the previous year. Based on the calculations, the City of Ramsey's net <br />levy will increase from $2,166,420 to $2,929,720, or a 35 percent increase. By imposing a levy <br />certification tax rate increase, the Council must adopt a resolution approving the tax rate <br />increase, and file a copy of the resolution with the County Auditor on or before October 20, <br />2000. <br /> <br />Citizen Input <br /> <br />Motion by Councihnember Hendriksen, seconded by Councilmember Connolly, to close the <br />public bearing. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Connolly, Anderson, <br />and Zimmerman. Voting No: None. <br /> <br />The public hearing closed at 7:12 p.m. <br /> <br />Council Business <br /> <br />Mayor Gamec called the regular City Council meeting back to order at 7:12 p.m. <br /> <br />Motion by Councilmember Anderson, seconded by Councilmember Hendriksen, to adopt <br />Resolution #00-10-265 adopting authorization of tax rate increase for the 2000 Tax Levy, <br />collectible in 2001, and authorizing staff to file a copy of the adopted resolution with the County <br />Auditor. <br /> <br />City Council/October 10, 2000 <br /> Page 4 of 17 <br /> <br /> <br />
