Absent: Commissioner Johnson. <br /> <br />NOTE CITY COUNCIL MINUTES <br /> <br />1) City Council regular Meeting minutes dated October 25, 2005 <br /> <br />The City Council minutes were noted. <br /> <br />PUBLIC HEARINGS/COMMISSION BUSINESS <br /> <br />Case ltl: <br /> <br />Public Hearing - Request for Preliminary Plat and Preliminary Site Plan <br />Approval of Ramsey Town Center 12~h Addition; Case of Ramsey Town <br />Center, LLC <br /> <br />Presentation <br /> <br />Assistant Community Development Director Frolik advised that Ramsey Town Center, LLC has <br />submitted a preliminary plat and preliminary site plan to develop 72 townhome units in Ramsey <br />Town Center 12th Addition. She indicated the proposed development is located north of Bunker <br />Lake Boulevard and west of the extension of Town Center Drive. <br /> <br />Assistant Community Development Director Frolik stated the TC-4a District allows for a mix of <br />residential uses at a net density up to 10 units per acre. She indicated that the total site <br />development area for 8th, 9th, l0th, 12th Additions and Outlot F is 29.4 acres, resulting in a net <br />density of 7.8 units per acre. <br /> <br />Assistant Community Development Director Frolik indicated that the development is proposing <br />12 6-unit townhome structures. She stated that the minimum/maximum building height in this <br />district is 2-4 stories. She indicated that all of the dwelling units are 3 stories. She noted that <br />due to grades, the buildings were designed with the garage as the main level and the living <br />quarters are on the second and third stories. <br /> <br />Assistant Community Development Director Frolik advised that the front facing wall contains a <br />mix of rock face block, brick, vinyl siding and accents consisting of cement fiber, metal fascia, <br />and burnished block. She indicated that although this is considered the building front, it does not <br />contain any front doors. She stated the reason for this is that the grades are such that too many <br />steps would be required to access the front doors from Bunker Lake Boulevard. She added that <br />there are 12 large windows that project outward from the building to provide fa9ade articulation <br />for pedestrian appeal. She stated that color elevations have been provided, and Staff feels that <br />the front wall will meet the Town Center guidelines. She added that the two end walls consist <br />only of vinyl siding.
