10. That the Permittees shall provide a financial guarantee to the City, guaranteeing the timely abandonment and/or removal of the existing home and septic system. The financial guarantee shall be in the amount of Five Thousand Dollars and no cents ($5,000.00). The form and issuer of the financial guarantee shall be subject to the approval of the City. The financial guarantee shall be deposited with the City prior to the issuance of the building permit for the new dwelling on the Subject Property. Upon total completion of the removal and abandonment of pre-existing structures, to the satisfaction of the City, the Permittee may request a release of the financial guarantee. 11. The Permittees shall be responsible for all City costs incurred in administering and enforcing this Permit. Said expenses shall be paid within 15 days of billing by the City and failure to pay the City's expenses within the 15 day billing period will permit the City to draw upon any of the escrows required by this agreement for payment. 12. The City Administrator and/or his/her designee shall have the right to inspect the premises for compliance and safety purposes annually or at any time upon reasonable request. The motion for the adoption of the foregoing resolution was duly seconded by Councilmember Cook, and upon vote being taken thereon, the following voted in favor thereof: Mayor Gamec Councilmember Elvig Councilmember Cook Councilmember Kurak Councilmember Pearson Councilmember Strommen Councilmember Zimmerman and the following voted against the same: None and the following abstained: None and the following were absent: None whereupon said resolution was declared duly passed and adopted by the Ramsey City Council this the 23rd day of September, 2003.
