CASE #3 <br /> <br />CONSIDER MODIFICATIONS TO THE MUNICIPAL STATE AID SYSTEM <br /> By: Steven Jankowski, City Engineer <br /> <br />Background: <br /> <br />The Municipal State Aid System consists of collector roadways which are designated by <br />the City and approved by the State to be a part of the system. These roadways become <br />eligible for funding from state gas tax revenues for both construction and maintenance. In <br />2006 the City will receive $749,910 as its total annual allocation. <br /> <br />The amount the City receives each year is dependant upon population and the estimated <br />amount of dollars needed to bring the designated MSA system up to its construction <br />standards. Hence, a newly constructed roadway will generate no needs dollars while a <br />nonexistent roadway designated for future construction will generate considerable needs <br />dollars. The needs for each City participating in the program are submitted annually to <br />the state and the amount of needs dollars are divided proportionally. In 2006 participating <br />Cities will receive $16.57 per $1,000 of documented need. <br /> <br />Cities are allowed to designate up to 20% of the certified mileage as MSA route, and with <br />the recent construction from new development the City has additional mileage which <br />could be added to the system. New segments must start and terminate on the existing <br />system and MnDot must agree to the reasonableness to any proposed changes to the <br />MSAS. Staffwould like to review the existing system with the Committee and entertain <br />input on where additional segments might be considered. <br /> <br />It will be necessary for the City Council to pass a formal resolution requesting system <br />modifications prior to May I, 2006 in order for any new additions to be included in the <br />next round of needs determination.
