35 mile per hour limit for the segment between Feldspar and Tungsten Street. Based upon this <br />study the City may legally post the new limits. Mr. Jankowski advised staff would note the <br />recommended speed limits conform to both the petitioners request for an increased limit over the <br />straight portion of Riverdale Drive, and the Police Department's concern that the limits not <br />exceed 35 miles per hour. <br /> <br />Chairperson Elvig inquired if there is any position against the posting of the new limits. <br /> <br />City Engineer Jankowski replied the findings are consistent with the Police Department's <br />consideration. Staff recommends that the speed limits be posted along Riverdale Drive as <br />recommended in the MnDOT letter of November 8, 2005. <br /> <br />Motion by Chairperson Elvig, seconded by Councilmember Olson, to recommend to City <br />Council.that it direct the speed limits be posted along Riverdale Drive as recommended in the <br />Mn/DOT letter of November 8, 2005. <br /> <br />Motion carried. Voting Yes: Chairperson Elvig, Councilmembers Olson and Cook. Voting No: <br />None. <br /> <br />Case #4 Update on Utility Location Requirements <br /> <br />Assistant Public Works Director Olson explained the state legislature amended the law regarding <br />utility locations last session. The new law took effect January 1, 2006. The revised law requires <br />that tracer wires be installed with all new non-conductive underground facilities in public right- <br />of-way or provide an equally effective means of locating such facilities. This impacts the City <br />sanitary sewer and storm sewer systems. <br />Councilmember Cook expressed his preference that the code be changed to require any new <br />construction to be tracer wired. He stated GPS is probably a good fallback, but tracing every <br />yard in the City is very specific. These things weren't a problem in the past because most <br />digging stayed above the frost line and sewer and water. However, with tree spades coming in, <br />people are doing things in their yards that goes deeper than it did before. He questioned if the <br />City has the capability of keeping track of GPS locations for all of the residents. <br /> <br />Assistant Public Works Director Olson replied not at this time. <br /> <br />Councilmember Cook stated everything new that comes in should be bugged and located, but <br />there may be a need for a staff person to run a locater that can locate these things. He <br />commented in his work with parks, they are looking at buying a new locater that locates pvc pipe <br />and non-ferrous piping underground. He suggested the City look into this type of equipment as <br />well. <br /> <br />Assistant Public Works Director Olson requested Councilmember Cook forward this information <br />to him. <br /> <br />Chairperson Elvig noted there are two issues, one is what is currently in the ground, and the <br />other is what is coming forward.
