Couucilmember introduced the following resolution and moved for its adoption: RESOLUTION 488- WHEREAS, it is the desire of the Ramsey City Council to clearly state the policy relating to the use of the community activity sign at the Ramsey Municipal Center to serve as guidance to the City Staff and the general public; and NOW T~EREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, A~0KA COUNT~, STATE OF MINNESOTA, as follows: 1) That the following policy shall govern the ~se of the community activity sign at the Ramsey Municipal Center: Use and Priority of Use: 1) Governmental functions: a) Offices and City Council b) Planning and Zoning Commission and Board of Adjustment c) All other Commissions d) Subcommittees of City Council or Commissions e) Administrative 2) Organized groups: a) Senior citizen groups b) Groups performing a public service (e.g., AA, Mediation Services, educational services, etc.) c) Groups whose purpose is to perform public service (e.g., Boy Scouts, Girl Scouts, Ramsey Youth Athletic Association) d) Groups who wish to use the facility for recreation or routine meetings 3) Church or religious organizations. Reservations: Reservations may be made no more than six months in advance. Reservations must state specifically the message to be displayed. The City Administrator or designee may edit the requested message without prior notice. Governmental uses should be scheduled at a minimum of three days in advance. However, this requirement may be waived if the need is great or an emergency exists. Governmental uses may supersede any other use with or without reservations if: I) three days notice is given; and 2) there is no other practical alternative. Organized groups and the general public may make reservations for use of the sign in writing at least 14 days in advance. Fees and Degosits: In order to meet the maintenance costs which result from continued use of the sign, a $10.00 per message non-refundable fee is charged for all reservations of the Ramsey community sign except governmental functions and use by senior citizen groups.
