3) General public may use the following facilities: a) Council Chambers b) Lower level north 4) Chdrch or religious organizations may use the lower level north and Council Chambers after entering into an agreement with the City of Ramsey which clarifies the proper separation of church and State. Reservations: Reservations may be made no more than six months in advance with the exception of perpetual reservations. Governmental functions should be scheduled at a minimum of three days in advance. However, this requirement may be waived if the need is great or an emergency exists. Governmental functions may supersede any other use with or without reservations if (1) three days notice is given; and (2) there is no other practical alternative. Organizaed groups wishing to make perpetual reservations may do so by making application in writing at least 60 days in advance. Perpetual reservations Will be granted only to organized groups providing or whose purpose is to provide a public service. Ail perpetual reservations will be reviewed annually for compliance with this policy. Organized groups and the general public may make reservations for use of the facilities in writing at least 14 days in advance. Fees and Deposits: In order to meet the maintenance costs which result from continued use of these facilities, a $5.00 per day non-refundable fee is charged for all reservations of the Ramsey Municipal Center except governmental functions and use by senior citizen groups. Keys may be issued for access to the Ramsey Municipal Center with a $t5.00 key deposit which is refunded with the return of the key. Hours of Use: The Ramsey Municipal Center may be used by organized groups and the general public between the hours of 7:00 a.m. to 10:30 p.m. Use of Furniture and Ecui~me~: Chairs and tables may be moved about within the room in which they are located, but not moved from room to room. Ail furniture and equipment should be used for its intended purpose. If some furniture is in use it may not be used (e.g., a table holding a display or appliance may not be used for some other purpose). The Ramsey Municipal Cente~ is a public building and smoking is governed by State law. Smoking is permitted only in the foyer on the upper level.
