10 Minutes Case # 5 <br /> <br /> P~LOT RESIDENTIAL WOODCHIPPING PROGRAM <br />By: Merland Otto, Acting Zoning Administrator <br /> <br /> The 1988 Landfill Abatement Program includes a brush and wood <br />waste reduction component (excerpt attached). As indicated, a $12,000 <br />budget was incorporated into the abatement plan which Council <br />previously approved. <br /> <br /> The Landfill Commission, through a survey in the Ramsey Resident, <br />has received responses from 21 residents distributed throughout the <br />City who have indicated a desire to participate in a pilot program. <br />The pilot program consists of contracting for a mobile unit to go out <br />to the residents and chip material rather than requiring residents to <br />bring material to a fixed site. Residents then can elect to keep the <br />chips for their own use or have them removed. Chips which homeowners <br />do not want would be used on City parks or City property. The purpose <br />of this program is to accomplish several objectives: <br /> <br />o Reduce yard waste going into the waste stream <br /> <br />o Reduce the number of burning permits on brush piles <br /> in the City <br /> <br />Illustrate to residents that chipping can be a convenient <br />alternative to burning or burying which also results in a <br />useful product. <br /> <br />Generate interest in a broader based neighborhood approach to <br />dealing with brush which can result in significant savings to <br />all residents based on a volume discount. <br /> <br /> Three quotes have been received for Contract Services. The low <br />bidder is Gorecki and Co. with a bid of $75/hr. The rate is for a 20 <br />yd. chip truck, a disc type chipper and two men. The other two bids <br />were: <br /> <br />The Tree Trimmers, Inc. <br />Vet's Tree Service <br /> <br />$97.99/Hr. <br />$98.12/Hr. <br /> <br /> The Landfill Commission after discussion with Mr. Gorecki has <br />recommended that the City enter into a contract with Gorecki and <br />Company to provide chipping service to each of the respondents up to a <br />maximum obligation of $2,000.00 for this part of the pilot program. <br />The program is desired to be underway by the end of September. Steve <br />Bluhm and B~uce Bacon will be coordinating efforts with residents. <br /> <br /> <br />
