COUNTY OF ANOKA
' ' Department of Highw_ay$
Paul K. Ruud, Highway Engineer
1440 BUNKER LAKE BLVD NW, ANDOVER, MINNESOTA 55304 612-754-3520

EECEIVED
September 13, .gsa SEP f 1988

city of Ramsey
15153 Nowthen Boulevard NW
Ramsey, MN. 55303

Attention: Anne Norris,
community Development Director

Regarding: Oakwood Hills Grading Plan

Dear Anne:
We have reviewed the proposed grading and excavation plans for
Oakwood Hills and offer the following comments.
The original proposed plat we reviewed indicated that Xenon
Street was to be connected to Wolfram Street. This plan does
'not show that occuring at this time, but since it does refer
to a temporary cul-de-sac, I assume that is still the ultimate
plan. As we have expressed concern in the past, we feel cul-
de-sacs exiting onto the major roadways are a very poor
design, so hopefully that will not occur here. The actual.
connection of Xenon onto CSAH %5 i~ a design which is not
acceptable to us. Xenon needs to be narrowed up and squared
off at the intersection with csAH ~5 Attached is a sketch
showing the concept which we would approve. The intersection,
as designed, is too wide where it actually connects with CSAH
~5. With an intersection that wide, it becomes extremely
difficult to control the location for the correct points to
enter and exit the intersection and also encourages higher
speed turning movements which are not safe.
Thank you for the opportunity to comment and if you have any
questions, please feel free to call me.

Sincerely,

Sironen, PE
Assistant County Engineer - Administration

Affirmative Action / Equal Opportunity Employer
