SECTION LICENSING OF COLLECTIONt MAULING OR CONVEYING <br />RECYCLABLE MATERIALS <br /> <br /> subd. 1. License Required. No person, firm or corporation shall <br />engage in a commercial business of collecting, hauling or conveying <br />recyclable materials in the city unless a license is secured therefore <br />as provided in this ordinance. <br /> subd. 2. Application for License. Application for such license <br />to collect, haul or convey recyclable materials in the city shall be <br />in writing, shall be filed with the city Administrator and shall state <br />the name and address of the applicant, the types and makes of <br />equipment to be used, a schedule of charges for the performance of <br />said services, and full information as to where and how such material <br />shall be disposed of. Said application shall also be accompanied by <br />the license fee hereafter provided and by a good and sufficient policy <br />of insurance whereby each vehicle to be used by said applicant shall <br />be covered against loss or injury in the following amounts: each <br />person injured, at least Fifty Thousand Dollars ($50,000); each <br />accident, at least One Hundred Thousand Dollars ($100,000) for loss or <br />damage to property. Such insurance policy shall provide for the <br />giving of thirty (30) days prior notice to the City of the termination <br />or cancellation of said policy. <br /> <br /> Subd. 3. License Fee. The annual license fee for such license <br />shall be established by resolution of the city Council from time to <br />time. <br /> <br /> Subd. 4. Term and Issuance of License. All licenses shall <br />expire on the 31st day of December of the effective year. Licenses <br />first issued in the fourth quarter of a calendar year shall be <br />effective through December 31 of the following year. Applications for <br />licenses shall be considered by the City Council and, if approved by <br />the city Council, a license shall be issued by the city Administrator. <br />Licenses shall not be transferable from one person, firm, or corpora- <br />tion to another person, firm, or corporation. License fees paid to <br />renew an expired license shall be paid on or before December 1st of <br />the year preceding the effective year. Any annual fee paid later than <br />five (5) working days after December 1st is subject to an additional <br />administrative service charge. <br /> <br /> Subd. 5. E.~uipment of Collector. Each licensed collector shall <br /> provide a covered truck, so constructgd that the contents will not <br /> leak or spill therefrom, in which all material collected by him shall <br /> be conveyed to the place designated in his application. The <br /> conveyance used shall be kept clean and as free from offensive odors <br /> as possible, and shall not be allowed to stand in any street, alley or <br />.public place longer than is reasonably necessary to perform <br /> collection. <br /> <br /> Subd. 6. Recyclable Materials Collections. Collections of <br />recyclable materials shall be made under such terms and at such times <br />and frequencies as shall be designated from time to time by the City <br />Council. <br /> <br /> <br />
