Councilmemher introduced the following resolution and moved for its <br />adoption: <br /> <br />RESOLUTION ~88- <br /> <br />RESOLUTION DECLARING TIlE SUFFICIENCY OF A PETITION FOR INITIATIVE <br /> <br /> WHEREAS, a petition to initiate an ordinance amending the Home Rule <br />Charter, adopted in 1984, establishing a Chapter 13: Police Department, was <br />presented to the City Council and filed in the office of the City Administrator <br />on August 23, 1988; and <br /> <br /> WHEREAS, the City Administrator shall report to the City Council <br />within ten days of receipt of a petition for initiative on the sufficiency of <br />such petition; and <br /> <br /> WHEREAS, the required number of signatures of registered voters is <br />five percent (5%) of the total number of registered voters at the time of the <br />last City-wide election; and <br /> <br /> WHEREAS, the last City-wide election was April 19, 1988 in which <br />5,571 persons were registered to vote, thereby requiring that to be sufficient, <br />a petition for initiative must have 279 signatures of registered voters; and <br /> <br /> WHEREAS, a petition to initiate an ordinance must adhere to the <br />general provisions found in Chapter 5 of the City Charter. <br /> <br />NOW T~EREFORE, BE IT RESOLVED BY TME CITY COUNCIL OF TME CITY OF RAMSET, ANOKA <br />COUNTY, STATE OF MINNESOTA, as follows: <br /> <br /> 1) That the City Council finds that the petition submitted to the <br />City Administrator asking that an amendment to the Home Rule Charter be made <br />establishing a Chapter 13: Police Department contains 569 signatures of <br />registered voters which is sufficient by 290 signatures. <br /> <br /> 2) That the City Council finds that, based upon the report of the <br />City Administrator, the aforementioned petition is sufficient and orders the <br />City Administrator to deliver a copy of the petition, together with this <br />resolution, to the sponsoring committee in accordance with the City Charter. <br /> <br /> 3) That the City Council hereby authorizes that the petition be <br />presented to the Charter Commission for their action and asks that the question <br />of an amendment to the Home Rule Charter establishing a Chapter 13: Police <br />Department be placed on the ballot for the November 8, 1988 general election. <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by <br />Councilmember and upon vote being taken thereon, the following voted in <br />favor thereof: <br /> <br />and the following voted against the same: <br /> <br />and the following abstained: <br /> <br />and the following were absent: <br /> <br />whereupon said resolution was declared duly passed and adopted by the Ramsey <br />City Council this the 27th day of September, 1988. <br /> <br /> <br />
