ORDINANCE ~88- CITY OF RAMSE¥ ANOKA COUNTY STATE OF MINNESOTA AHENDHENT TO CHAPTER 110.2 ~HICH IS KNOWN AS THE FIREARMS CHAPTER OF THE CITY CODE OF RAMSEY, HINNESOTA. AN ORDINANCE AMENDING CHAPTER 110.02 OF THE FIREARMS CHAPTER OF THE RAHSEY CITY CODE BY THE ADDITION OF SECTION 110.031 The City of Ramsey ordains: SECTION 1. ~. The City Council finds that a nuisance exists in the overpopulation of wild geese at the Rum River Hills Golf Course looated within the City. The City Council may authorize the disoharge of shotguns with larger than ~4 shot upon the property known as Rum River Hills Golf Course even though such discharge may oocur closer than 1,500 feet of any residence or other structure, but in no event closer than 500 feet. The special permit shall only apply during the regular waterfowl season, or any other applicable seasons, set by the laws of the State of Minnesota and persons authorized to hunt under the special permit shall obey all applicable State and Federal waterfowl hunting laws. The special permit given by the City Council shall only be given to alleviate an existing problem with an overpopulation of wild geese upon the above named property and sueh authorization shall be given only to a Council approved organization which can demonstrate to the Council a proficiency in safe hunting and which exists to aid others who, by some form of disability, are unable to hunt under the usual oiroumstanoes. Authorization shall be by Council resolution and shall speaify dates and times of each shooting occasion and other appropriate conditions. Proof of liability insurance on behalf of the Rum River Hills Golf Course shall be presented to the City in a form and amounts satisfactory to the~ City Council in order to indemnify the City for any claims of 6-~-a~-/2.i&y to persons or property as a result of granting a special permit as provided herein. SECTION 2. ~. Should any section or provision of this ordinance be declared by a court of competent jurisdiction to be invalid, such decision shall not affect the validity of the ordinance as a whole or any parts thereof, other than the parts so declared to be invalid. SECTION 3~ ~. This ordinance becomes effective upon its passage and thirty (30) days after its publication according to law, subject to City Charter Provision, Section 5.04.
