-2-

Evaluation:
Based upon these factors and other information provided in the
resumes submitted, Conway Olson of TCF would have to be
identified as the more experienced of the three competitors.
Although this is a very important issue, I would cnution against
bnsing a decision on this information alone.

What Support Services
are Available?

HA FBS TCF
IH TA IH TA IH TA

Claims Yes Yes Yes
RMIS Yes Yes ......
Loss Control Yes ...... From a
quantitative standpoint, Hadtrath and Associates would be the
preferred competitor, although this should not be considered
significant in of itself because quality of service - evaluated
later - is more important. Furthermore, the Insurer of record
can provide services not provided by the agent.

Location of Servicing
Office

HA FBS TCF

Ramsey

Edina St. Paul

Evaluation:
It is my understanding that the Hadtrath and Associates office
is not yet located in Ramsey, although Michael Radtrath is a
citizen of Ramsey. From an administrative standpoint, the
office location is not an issue since they are all reasonably
close (and are, after all, only a phone call away).
Nevertheless, other considerations can make this an issue.
Everything else being equal, Hadtrath and Associates' connection
with Ramsey is an important factor. ~
