Minutes <br /> <br />REQUEST FOR pRElIMINARY PLAT APPROVAL OF WINDEHERE WOODS; <br />CASE OF MX. DICK CARSON <br /> By: Acting Zoning Administrator Merland Otto <br /> <br />CASE t6: <br /> <br />Background: <br />flr. Dick Carson is requesting prelimlnary plat approval of his proposed plat of <br />g£ndemere goods. The plat is proposed to be located west of the existing <br />Ramsey Terrace subdivision and north of Hagneslum Street pond. Access to the <br />plat is proposed from Hagnes£um Street N.W. and Mr. Carson is proposing to <br />construct lh2nd Avenue, 141st Lane and Neon Street N.W. to provide internal <br />access to the plat. The plat consists of approxlmately 50 slngle £amily <br />residential lots and is proposed to be served with sanitary sewer and municipal <br /> <br /> The following items are enclosed for your informat£on: <br /> <br />a) Site location map <br />b) Proposed plat <br />c) City Engineer's letter dated September 8, 1988 <br /> <br />Observations: <br />On September 8, 1988, the Planning and Zoning Commission conducted a public <br />hearing regarding the prellminary plat of Windemere Woods. At that hearing, <br />residents of Ramsey Terrace and Plintwood Hills submitted a petition stating <br />their opposition to the proposed density of the plat. the additlonal traffic <br />and noise associated with the increased density and the extension of sanitary <br />sewer along 142nd Avenue. On September 19, 1988, the Planning Commission <br />recommended preliminary plat approval with the following contingencies: <br /> <br />1) The developer working with the Engineer to address potential drainage <br /> problems, particularly with Magnesium Street Pond; <br /> <br />2) The developer continuing to work with the Park Commission to satisfy their <br /> concerns. (The Park Commission approved the park plan in concept based on <br /> four items: <br /> <br />3) <br /> <br />4) <br /> <br />a) centralized developable park of approximately 8 acres; <br />b) providing pedway along 142nd Avenue <br />c) request for TIF funding for park development <br />d) providing trail access to north to link with Ramsey Terrace trail <br /> to Ramsey Elementary School.) <br />Providing information as outlined in the City Engieer's letter of 9/8/88. <br />Revise plat to indicate non riparian lots on Magnesium Street Pond. The <br />Park Commission has not indicated any interest in dedication of riparian <br />frontage. The developer, however, may dedicate this frontage to the City. <br /> <br />The plat has been forwarded to DNR for their comments. <br /> <br /> <br />
