CITY COUNCIL <br /> PUBLIC REARING <br /> CITY OF RAMSEY <br /> A~OKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a publlc hearing on Tuesday, September <br />13, 1988 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, <br />Minnesota regarding assessments for Sealcoating Improvement Project #88-4, <br />Barthel's Rum River A~res Estates 1st and 2nd Additions. <br /> <br />Members Present: <br /> <br />Mayor Relmann <br />Councilmember Sorteberg <br />Councilmember Pears on <br />Councilmember Bawden <br />Councilmember DeLuca <br /> <br />Also Present: <br /> <br />City Administrator Harcley <br />City Attorney Goodrich <br />City Engineer Raatikka <br />A~ting Zoning Administrator Otto <br /> <br />Mayor Reimann called the public hearing to order at 8:12 p.m. <br /> <br />City Engineer Raatikka stated that the sealeoating cost for Barthel's 1st <br />Addition was $4,456.91; this results in a per unit cost of $148.56. The <br />project cost for the 2nd Addition was $3,218.89; this results in a per unit <br />cost of $201.18. <br /> <br />Mr. Raatikka noted that the assessments can be paid with no interest within <br />30 days from the public hearing; following that period, the assessments <br />will be placed on the tax rolls for a period of 3 years. <br /> <br />CITIZEN INPUT <br /> <br />Bonnie Rueckert - 5631 164th Lane - Stated that she represents 15 <br />homeowners that feel the residents of %"nite Pines Estates should share in <br />the sealcoating cost because 164th is the only access to that subdivision. <br /> <br />City Engineer Eaatikka replied that the City policy is to assess only those <br />properties that abut an improvement unless the improvement is to a <br />thoroughfare, which 164th is not. Mr. Raatikka noted that White Pines <br />Estates did share in the cost of blacktopping 164th because it is the only <br />entrance to that subdivision; eventually, White Pines Estates will have <br />another access to Rwy. #47. <br /> <br />Bonnie Rueckert - Replied that White Pines Estates should share in the <br /> City Council/September 13, 1988 <br /> <br />Page 1 of 2 <br /> <br /> <br />
