5) <br /> <br />Cross reference sales in County Assessor's Ratio Reports. <br />Adjust date and price variables, if necessary. Add new <br />data entries, and calculate assessed value/sale price variable. <br /> <br />6) <br /> <br />Field survey new data entries from County AssessorIs Ratio <br />Reports. Determine style and trees. <br /> <br />7) <br /> <br />Research any previous (1975-79) sales records for properties <br />in Minneapolis Board of Realtors' sold book indexes. Record <br />dates and sale prices. <br /> <br />8) <br /> <br />Exclude any properties with unusual characteristics such as <br />pool or water frontage. <br /> <br />Each of the three Anoka County sites are being analyzed in the same <br />way, using the same data items. <br /> <br />It is important to note the differences between them, however. The <br />Andover site and the Oak Grove site, while clearly visible, have been <br />inactive since 1982. Their heights are relatively Iow, less than 50 feet <br />above the surface. They are covered with a light-colored soil material. <br />The Ramsey landfill, by contrast, is an active landfill, high, and highly <br />visible. During the time these homes were sold, there was concern that <br />these landfills were associated with air pollution. <br /> <br />The second method is to analyze the changes in sale/re-sale value, as <br />discussed above. <br /> <br />In order to provide a broader basis for analysis, two comparative sites <br />have been chosen. Each has an active or very recently closed landfill. <br />The areas near them are characterized by: <br /> <br />Extensive suburban housing development since the landfill <br />was established. <br /> <br />b. Access to nearby highways. <br /> <br />Absence of any major industrial land use which might cause <br />data distortion. <br /> <br />The two sites selected are the Flying Cloud Landfill in Eden Prairie, <br />Minnesota and the Mallard Lake Landfill in Bloomingdale Township in <br />suburban Chicago. <br /> <br />These sites have been selected out of group of 20 sites identified in <br />the Minneapolis/St. Paul, Chicago/Milwaukee, Detroit, and Kansas City <br />regions.
