DRAFT <br /> <br />LAND USE ANALYSIS FOR ANOKA COUNTY SITES <br /> <br />INTRODUCTION <br /> <br />The purpose of this land use analysis is to document the progression of <br />property development surrounding the Oak Grove, Ramsey, and Andover <br />landfill sites over a time period spanning landfill operations. This data <br />can then be used to determine whether proximity to landfill operations <br />is associated with differences in overall levels of such development. <br /> <br />In general, given public concerns about landfills one could expect a <br />landfill to restrict land use development quite strongly. Signifi~-ant <br />proportional differences in development could be expected between the <br />zones near the site and those furthest away. Twenty percent differences <br />between near and far zones would likely be necessary to be sure of an <br />effect given the vagaries of land use development. <br /> <br />METHODOLOGY <br /> <br />Metropolitan Council air photos at 1" = 200" were available for 1970, <br />1978, and 198q. These appeared to approximate the time sequence <br />envisioned in the study, since they covered the period of activity of <br />these landfills. <br /> <br />A land use interpretation of designated categories was estimated, by <br />acres, on a 40 acre (1/4 - 1/q section) grid for the existing landfills in <br />Ramsey, Andover, and Oak Grove. Each 40 acre area was analyzed for <br />the thirteen separate categories indicated below. The housing units for <br />each grid cell were counted as well. <br /> <br />The data was summarized by four concentric bands around each landfill. <br />These are defiped as follows: <br /> <br />Zone 1 less than 1/4 mile (all adjacent 40 acre grid cells) <br /> <br />Zone 2 - 1/~ to 1/2 mile <br /> <br />Zone 3 - 1/2 to 1 mile <br /> <br />Zone 4 - 1 to 1 1/2 mile <br /> <br />These bands were chosen following review of previous studies. It was <br />expected that land use would be more subject to impact than property <br />values, since land use changes imply significant one-time investment <br />decisions, compared to the purchase of a single home. For this reason, <br />and budget restraints, the number and extent of zones is thus smaller <br />than for the hedonic model analysis. <br /> <br /> <br />
