Management, Inc., the landfill operator, has held some 160 acres of <br />land adjacent to the landfill on the north and south. About lq0 acres <br />of this land is developable; the remaining 20 acres are wetland. As a <br />result, a substantial portion of Zone 1 acreage has remained undeveloped. <br />If the lq0 acres of developable acreage are excluded from Zone 1, the <br />proportionally development values are 7.6 for 1970, 31.4 for 1978, and <br />41.4 for 1984.
