Jerry Sivick stated that there are a number of areas on the landfill that <br />are at 4:1 slopes and no mud slides have been experienced. As part of the <br />design of the new cover system, Waste Management had to be concerned with <br />the stability of the slope and has gone through extensive calculations; the <br />purpose of the test plot is to verify the calculations. <br /> <br />Mr. Otto inquired if the cover design in the specific area of the ski <br />hill will be modified to be sure it will support equipment associated with <br />a ski hill. <br /> <br />Mr. Otter replied that the synthetic cover material will support structural <br />items; he would be overly concerned with vegetation destruction if only a <br />soil barrier was used; he is still concerned for vegetation and is <br />requiring a certain amount of snow cover for skiing activity. <br /> <br />Mr. Otto inquired as to where the landfill is with volumes compared to <br />one year ago. <br /> <br />Mr. Otter replied that volume intake at the landfill has reduced by 201; <br />that reduction has been in place 5-6 months; the remaining capacity at the <br />site currently would carry operations through to February; vertical <br />expansion is based on cubic yards and an estimated maximum time life is 5 <br />years. <br /> <br />Thomas Williams - Inquired if Waste Management would be willing to commit <br />to ceasing operations, other than monitoring and remedial action, once the <br />vertical expansion is complete. <br /> <br />Mr. Otter replied that Waste Management in reference to the subject site, <br />Waste Management is not proposing any future additions to the north. <br /> <br />Mr. Otto inquired if Waste Management currently operates a ski hill <br />anywhere else. <br /> <br />Mr. Otter replied that Waste Management is currently in the process of <br />developing a recreational facility in Cook County (Illinois); the Ramsey <br />site will be the first operating ski hill; Waste Mmnagement has various end <br />uses that benefit a community - soccer, ball diamonds, viewing vistas, <br />walking trails, etc. <br /> <br />Mr. Otto stated that Waste Management is operating under three time frames: <br />1) The EIS that is scheduled for a public meeting the end of September; 2) <br />The October 10 deadline to file a work plan with PCA for the response <br />action plan; 3) The closing of the City's hearings on vertical expansion <br />and Ramsey City Council taking action before the EIS and work plan are <br />through their processes. Mr. Otto inquired if Waste Management foresees <br />any problems with those schedules. <br /> <br />Mr. Otter replied that the development of a ski hill is subject to MPCA <br />approval of the expansion and environmental concerns being addressed by <br />Waste }~nagement.
