they have agreed with the proposed alignment for a Mississippi River Bridge
crossing. County Commissioner Haas Steffen will be arranging a meeting
with Anoka and Hennepin Counties regarding that proposed alignment.

Mr. Otto stated that one concern is that the proposed Mississippi crossing
is outside the MUSA line and Metro Council wants the crossing within the
MUSA boundaries.

Mr. Raatikka noted that if Ramsey's request for MUSA boundary expansion is
approved, the proposed river crossing would then be within MUSA lines.
Presently, funds are not available for a river crossing but for planning
purposes, the corridor should be established.

Consensus was that the Economic Development Commission, Planning and Zoning
Commission and City Council should meet to compile a preliminary
justificastion for the proposed Mississippi River Bridge crossing location.

Chairman Greenberg noted, and those present, agreed that there is also a
great need for a railroad overpass on the north side of Highway ~I0 and
rerouting Cry. Rd. #83 all the way to Burns. This corridor should also be
established and preserved.

Mr. James M~rtin stated that the ultimate MUSA area includes his property
but he wants the present MUSA boundary adjustment proposal to include his
property.

The Commissions also noted that it is important for Ramsey to coordinate
with Anoka for the extension of McKinley Street into Ramsey's Industrial
Park as Anoka Industrial Park is in the process of platting.

Motion by Commissioner Fults and seconded by Commissioner Muller to
recommend that City Council approach the Economic Development Commission,
Planning and Zoning Commission and City Council of the City of Anoka to
pursue the extension of McKinley Street as ~n MSA route through Anoka and
Ramsey Industrial Parks to Sunfish Lake Blvd.

Motion carried. Voting Yes: Chairmans Greenberg and Zimmerman,
Commissioners Holm, Kurak, Muller, Hendriksen and Fults. Voting No: None.

Chairman Zimmerman inquired as to EDC's opinion of Bladholm Brothers'
request for a conditional use permit to landfill concrete-related materials
in an area proposed for municipal sewer and water and road improvements.

EDC members present were opposed to Bladholm's request on the basis that it
could jeopardize the developability of the subject area.

Motion by Commissioner Fults and seconded by Commissioner Muller to
delegate Chairman Greenberg and Commissioners Kurak and Holm to meet with
County Commissioner Haas Steffen to obtain her recommendation for expanding
the MUSA boundaries to include that area proposed for a Mississippi River
Bridge Crossing and to coordinate scheduling of a meeting with Anoka and
Eennepin Counties to discuss the proposed river crossing and realignment of
County Road #~3.
Planning & Zoning - Economic Development Commission/9-2~-88
