comply with the driveway side slope recommendations noted in the City <br />Engineer's report if the Council approves a gravel driveway rather than <br />bituminous. <br /> <br />The Commission discussed the acceptability of UPA's proposal to install a <br />gravel driveway and the type of screening to be required along the south <br />perimeter. It was the Commission's consensus that the south perimeter <br />screen of 12" to 18" pine, preferably spruce, would be acceptable. <br /> <br />Motion by Commissioner Hendriksen and seconded by Commissioner Terry to <br />recommend that the City Council approve the site plan submitted by UPA and <br />that the proposed development agreement be amended as follows: <br /> <br />a. Item 42 shall indicate that the south boundary of the site shall <br /> be screened with 12" to 18" spruce; <br /> <br />b. Absent: Commissioners Shumway, Howell <br /> <br />Case 46: Reouest For Sit~ Plan R.v~ew: Case Of Hol{dmv Stmt{onstores. <br /> <br />Mr. David Hoeschen was present representing Holiday Stationstores, Inc. and <br />presented the proposed site plan to the Commission. <br /> <br />The Co~ission considered and discussed letter dated September 29, 1988, <br />from Mr. William A. Sironen, Assistant Anoka County Engineer and letter <br />dated September 30, 1988, from the City Engineer. <br /> <br />Mr. Hoeschen informed the Commission that Holiday has retained the services <br />of COmstock and Davis Engineering firm to resolve the matters of the septic <br />system, grading, drainage, and retention pond discussed in the engineer's <br />letter. <br /> <br />Mr. Hoeschen pointed out that their use of the site as laid out should not <br />interfere with the City's plan for a service road in the vicinity of the <br />site, which is proposed to follow along the south boundary of the railroad <br />tracks. <br /> <br />Mr. Roeschen further informed the Commission that Holiday had applied to <br />the State for approval of a right-in/right-out access to the site from <br />Highway #10 even though the City Engineer has recommended that the access <br />be limited to right-in only. <br /> <br />After discussion, it was the Commission's consensus that the Highway #10 <br />access should be limited to right-in only. <br /> <br />The Comznission discussed setback requirements of Ordinance as discussed in <br />City Engineer's letter. Mr. Hoeschen indicated :hat it was Holiday's <br />interpretation of ordinance that the east line of the site was an interior <br />lot line and therefore only a 10 foot setback was required.
