Hunter's request for site plan review of M&J Concrete <br />Construction until all information noted in the City Engineer's report of <br />November 1, 1988 has been provided. <br /> <br />Motion carried. Voting Yes; Chairman Zimmerman, Commissioners Hendriksen, <br />LaDue, Howell, Holm, Shumway and Terry. Voting No: None. <br /> <br />Cmse %7! ~uest For Preliminarv Plat Approval Of Cedar Hills~ Case Of <br /> Mr. Wallv Anderson: <br /> <br />Mr. Otto stated that recent survey information ifidicated that in the <br />proposed Cedar ~ills area, the northerly basin is elasslfied as an <br />unprotected basin under the charge of the Corps of Engineers; the Magnesium <br />Pond basin is a protected wetland under the charge of DNR. The amount of <br />fill required to develop the northerly basin into park land exceeds Corps <br />of Engineer standards. On that basis, the ?ark Commission passed a motion <br />indicating Outlot A is unacceptable for the intended park use and restated <br />that dedication of wetlands and swamps would not be accepted for park land. <br />The City Engineer's report dated October 27, 1988 lists ooncerns with the <br />proposed plat and suggests not granting preliminary plat approval at this <br />time. <br /> <br />Motion by C~mmissioner Howell and seconded by Commissioner Holm to table <br />preliminary plat approval of Cedar Hills until issues noted in the City <br />Engineer's report of October 27, 1988 are resolved, even to the point of <br />reworking the plat if necessary. Further, to request that City Council <br />review the proposed plat of Cedar Hills and comment on the extent of their <br />intent for a southwest access from the plat to County Road ~116. <br /> <br />Further Discussion: Mr. Gregg Frank, engineer for Hr. Wally Anderson, <br />stated that Hunter's Hill is concerned about additional traffic through <br />their subdivision and the size of lots adjacent to Hunter's Hill; the <br />developer of Cedar Hills is wiling to make plat revisions to address the <br />concerns of Eunter's Hill. Mr. Frank also noted that the Corps of <br />Engineers does allow for filling above minimum standards through a <br />permitting pro, ess; the developer can also create a wetland to compensate <br />for the wetland filled in for park development purposes. Mr. Frank stated <br />that the final plat can address detailed drainage plans; the developer is <br />willing to develop with 66 foot street widths; deficient lot widths noted <br />in City Engineer's report do meet City Code requirement of 80' wide at <br />setback line; developer will rework the plat to insure that all lots meet <br />the minimum square footage. Commissioner Holm noted that City Council is <br />concerned with extending east/west corridors and eliminating cul-de-sacs; <br />even though Hunter's Hill prefers 144th not being extended into Cedar <br />Hills, the plat is subject to Council wishes. Mr. Otto stated that the <br />Park Commission has requested that the developers of Cedar Hills, Windemere <br />Woods and the proposed plat of Good ?alu Homes provide 8 acres for park <br />Flanning and Zoning C~mmission/November 1, 1988 <br /> <br />Page 7 of 8 <br /> <br /> <br />
