King feel there is a real need to provide a neutral territory where this <br />age group can gather to enjoy activities. Ms. Prall then provided City <br />Council with a copy of her proposed program and budget for youth in grades <br />5 through 12. <br /> <br />Ms. Claudia Dodge, Director of Ramsey's Community Education Program, was <br />present and stated that Ms. Prall's proposal for a youth program is very <br />similar to that proposed to be offered by the Community Education <br />Department. <br /> <br />Police Chief Auspos was present and stated regardless of who heads up the <br />program, he is 100% in favor of it. <br /> <br />Mr. Hartley requested a council recess in order to be able to talk to Ms. <br />Prall and Ms. Dodge about a proposal for a teen program in Ramsey that <br />would not be a duplication of services. <br /> <br />City Council recessed at 8:40 p.m. <br /> <br />Mayor Reimann called the special City Council meeting back to order at 8:55 <br />p.m. <br /> <br />Cas, ~1: p{~cuss 1989 Bud?et (Continued): <br /> <br />Mr. Hartley stated that Ms. Dodge and Ms. Prall have indicated that there <br />is a great likelihood that they can coordinate a teen program through the <br />Community Education Department. In addition, by it's being located at the <br />Central Park Center, it will not carry with it the stigma of being a <br />community school program. <br /> <br />The City Council proceeded to review the park budget for 1989. <br /> <br />Mr. Hartley noted that the City has to redesignate a use for Community <br />Development Block Grant funds or they will be lost. Originally, those <br />funds were allocated for economic development activities and loans. Mr. <br />Hartley suggested that the funds be redesignated to develop a park that <br />would accommodate handciapped persons. <br /> <br />Motion by Councilmember Bawden and seconded by Councilmember Sorteberg to <br />fund the Community Education Program for 1989 in the amount of $42,267.00. <br /> <br />Further Discussion: Mr. Hartley noted that this expenditure would be taken <br />from the City's general fund and is in the park budget under contracted <br />services. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, <br />Bawden, DeLuca and Pearson. Voting No: None. <br /> <br />City Council proceeded to review the proposed 1989 capital improvement <br />budget for parks. <br /> <br />Mr. Hartley stated that funds are available in the Landfill Fund for 1989 <br /> Special City Council/September 28, 1988 <br /> <br />Page 3 of 5 <br /> <br /> <br />
