" PROPOSED FINDINGS OF FACT <br /> UNITED POWER ASSOCIATION <br /> <br />1. That United Power Association, hereinafter referred to as "Applicant", <br /> has properly applied for a conditional use permit to locate an <br /> electrical substation in the B-i Business District. <br /> <br />2. That the Applicant appeared before the Ramsey Planning and Zoning <br /> Commission for a public hearing pursuant to Section 170.013D of the <br /> Ramsey City Code on September 14, 1988 and that said public hearing was <br /> properly advertised and that the minutes of said public hearing are <br /> hereby incorporated by reference. <br /> <br />3. That the subject property is legally described as follows: <br /> The northeast 1 .6 acres of PIN: 23-32-25-41-0005, An oka <br /> County, Minnesota. <br /> <br />4. That the subject property is located in the B-1 Business District and <br /> is approximately 1.6 acres in size. <br /> <br /> 5. That the Applicant is proposing to construct an electrical substation <br /> on the subject property. <br /> <br /> 6. That electrical substations are not permitted uses in the B-1 Business <br /> District or any other zoning districts in the City. <br /> <br /> 7. That the surrounding properties are zoned B-1 Business. <br /> <br /> 8. That the property adjacent to the subject site on the east is zoned B-1 <br /> Business but it principally used as residential. <br /> <br /> 9. That the closest residence is approximately 475 feet from the proposed <br /> substation. <br /> <br /> 10. That there are no other similar conditional uses in the City. <br /> <br /> 11. That the proposed electrical substation will not signficantly increase <br /> the traffic to or from the subject property. <br /> <br /> 12. That the proposed substation will not be unduly dangerous to the public <br /> welfare. <br /> <br /> 13. That the proposed electrical substation will be harmonious with the <br /> objectives of the City's Comprehensive Plan. <br /> <br /> 14. That the proposed electrical substation will be maintained so as to be <br /> harmonious and appropriate in appearance with the intended character of <br /> the B-I Business District. <br /> <br /> 15. That the proposed electrical substation will not be disturbing to <br /> neighboring uses. <br /> <br /> 16. That the proposed electrical substation will be adequately served by <br /> essential public facilities and services. <br /> <br /> <br />
