Case <br /> <br /> BLADHOLM BROS. - CUP FOR DEMOLITION LANDFILL <br />By: ~erland Otto, Acting Zoning Administrator <br /> <br />The proposed demolition landfill site is situated on a 13.3 acre site <br />all of which is zoned I-1 (Industrial). Our review of the pro- <br />posal raises several concerns. Among the most significant are <br />whether the proposed use is consistent with the city's comprehen- <br />sive plan as well as operational concerns. <br /> <br />Consistency with Comprehensive Plans <br />The City's comprehensive plan indicates that sewer and water <br />ultimately would be extended through the site (Exhibits A and B). <br />The Highway 10 Corridor Study also proposed a frontage road through <br />the site. The construction costs of locating this infrastructure <br />through a demolition landfill would increase significantly due to <br />obstructions, additional excavation and potential settlement problems. <br /> Further, nearly half of the proposed landfill site has been <br /> recommended to be acquired for airport property. Should the city <br /> proceed with acquisition, purchase of a demolition landfill site would <br /> not be in the City's best interest. <br /> <br /> As the CoMmission is aware, the City has only a finite amount of <br /> commercial and industrial property with Highway 10 frontage. These <br /> properties would normally be considered prime for the type of <br /> development which the City wishes to encourage. It appears <br /> inconsistent with city plans to take existing developable land out of <br /> this pool and convert it to landfill status. <br /> <br />Operational Concerns <br />The proposed filling operation indicates a vertical use of airspace of <br />approximately seven feet. This is an inefficient use of space <br />relative to the land area involved since it uses a large surface area <br />for a relatively small volume of demolition. <br /> <br />Production figures are estimated with a potential for a significant <br />increase dependent on whether or not the applicant expands its <br />production line. However, at current waste production rates, the fill <br />would have a capacity to accomodate nearly 85 years of waste <br />production. <br /> Pollution/contamination of ground water should be of minimal concern <br /> assuming concrete and reinforcing steel are the only components. <br /> Cells are sufficiently above the water table. <br /> wind and water erosion as well as dust control is of concern. The <br /> applicant needs to provide more specifics on cell closure and re- <br /> establishment of vegetative cover. <br /> <br /> <br />
