Absent: Councilmember Cox. <br /> <br />City Council recessed at 8:18 p.m. <br /> <br />Mayor Reimann called the meeting back to order at 8:30 p.m. <br /> <br />~ Adovt Ordinance Regulating Charitable Gambling: <br /> <br />Mr. Hartley stated that in regards to questions raised at the last Council <br />meeting, he has found no reference in State statutes that prohibits the <br />consumption of alcoholic beverages during bingo sessions or gambling <br />operations being conducted from a bar or counter area where alcoholic <br />beverages are sold. Mr. Hartley stated that it may be in Ramsey's best <br />interest to see to it that gambling takes place other than where the <br />alcoholic beverages are sold to avoid conflicts that arise out of the way <br />in which people end up buying gambling devices. <br /> <br />Mr. James Gilbertson of J.K.'s Saloon was present and disagreed with Mr. <br />Martley's recommendation; that many cities allow the sale of gambling <br />devices frc~ the same counter where alcoholic beverages are sold by using a <br />separate cash drawer. <br /> <br />Motion by Councilmember Sorteberg and seconded by Councilmember Pearson to <br />adopt Ordinance 988-10 regulating charitable gambling with the following <br />amendments: <br /> <br />Omit Section 130.124 (al in order that alcoholic beverages may be <br />permitted in the room where a bingo session is taking place. <br /> <br />Motion carried. Charter 130.09 Of The City Code: <br /> <br />Mr. Hartley noted that the proposed ordinance would increase the number of <br />off-sale liquor licenses available iu Ramsey to 3; the effective date would <br />be April 9, 1989. <br /> <br />Mr. James Gilbertson of J.R.'s Saloon stated that he opposes the ordinance; <br />that the voters of Ramsey established a rule of one off-sale liquor license <br />per 5,000 in population and it should take a vote of the public to change <br />that. <br /> <br />Mr. Goodrich noted that the public only voted on the issue of Sunday liquor <br />sales; the policy of one off-sale liquor store per 5,000 in population was <br />a recommendation of the Ad Moo Liquor C~mmittee and not an ordinance. <br /> <br />Motion by Councilmember Pearson and seconded by Councilmemher Sorteberg to <br />introduce Ordinance #88-X amending Chapter 130.09 of the City Code to <br />permit up to three off-sale liquor licenses in the City of Ramsey. <br /> <br />Motion carried.
