Dick Swanson - Stated that there is no evidence that 156th was ever better or worse because of lack of culverts; construction of a drainage pattern has nothing to do with the quality of the road. Stated that he has lived in the area for 20 years, kept fairly accurate records of groundwater table, the most expensive drainage system will not prevent water problems in high moisture years. As long as there is a high density of population, the groundwater pattern must be considered separate from drainage. Terry Hendriksen - Stated that he has pictures of the Swanson property which show drainage from 156th and Hematite coming within 10 feet df the Swanson barn and extending into the wetland south and west of his property. The city has an obligation, when improving a street and increasing drainage, to do something with that drainage. The city installed 156 th without a culvert despite the objections of the Tilleskjor's. Walter Rychly installed a a driveway without a culvert and dredged a pond that interrupted the natural.drainage flow through the area. Ail of these problems have occurred over the years and the amount of water retention in that area has been diminished over and over again. The city cannot go forward without adequately addressing the drainage situation. ADJOURNMENT Motion by Councilmember Pearson and seconded by Councilmember DeLuca to adjourn the public hearing. Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, DeLuca and Pearson. Voting No: None.
