PROCEEDINGS OF CITY COUNCIL <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a regular meeting on Tuesday, August 23, <br />1988 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, <br />Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Gary Reimann <br />Councilmember A1 Sorteberg <br />Councilmember A1 Pearson <br />Counailmember Steve DeLuca <br /> <br />Also Present: <br /> <br />City Administrator David Rartley <br />City Attorney Bill Goodrich <br />City Administrator David Hartley <br />Community Development Director Anne Norris <br /> <br />CALL TO ORDER <br /> <br />Mayor Reimann called the regular City Council meeting to order at 7:37 p.m. <br />and led in the Pledge of Allegiance to the Flag. <br /> <br />CITIZEN INPUT <br /> <br />Jim ¥~rtin - 3740 Union Terrace Lane, Plymouth - "As you are aware, I am <br />the ~,ner of 100 acres located between the U.S. #I0 and the Mississippi <br />River and between the Mississippi West Park and Alpaca Estates. This <br />acreage has about one-half mile of frontage on U.S. #10 and also on the <br />Mississippi. After attending the August 16, 1988 joint City Council and <br />Planning Commission meeting, I have two concerns: <br /> <br />1. The placement of the year 2000 MUSA line relative to my land, and <br /> <br />2. The designation of my land as park on this MUSA line map. <br /> <br />I am concerned that my land is not included within the }~SA line which <br />Administrator Hartley referred to as the ultimate extension of this <br />line in his comments to the representatives of the Metropolitan <br />Council. There are three reasons why my land should be within this <br />line: <br /> <br />It is .one of the most desirable tracts of development land <br />remaining in the city. With it's excellent river and highway <br />frontage, when developed it will contribute measurably to the tax <br />base of the City. <br /> <br />The City Council has approved the concept of a river crossing onto <br />my land· However, I am told that the city will not receive bridge <br />cons:ructions cost aid without my property being located within the <br /> City Council/August 23, 1988 <br /> <br />Page 3 of 15 <br /> <br /> <br />
