PROCEEDINGS OF CITY COUNCIL CITY OF RAMSEY ANOKA COUNTY STATE OF MINNESOTA The Ramsey City Council conducted a regular meeting on Tuesday, August 23, 1988 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota. Members Present: Mayor Gary Reimann Councilmember A1 Sorteberg Councilmember A1 Pearson Counailmember Steve DeLuca Also Present: City Administrator David Rartley City Attorney Bill Goodrich City Administrator David Hartley Community Development Director Anne Norris CALL TO ORDER Mayor Reimann called the regular City Council meeting to order at 7:37 p.m. and led in the Pledge of Allegiance to the Flag. CITIZEN INPUT Jim ¥~rtin - 3740 Union Terrace Lane, Plymouth - "As you are aware, I am the ~,ner of 100 acres located between the U.S. #I0 and the Mississippi River and between the Mississippi West Park and Alpaca Estates. This acreage has about one-half mile of frontage on U.S. #10 and also on the Mississippi. After attending the August 16, 1988 joint City Council and Planning Commission meeting, I have two concerns: 1. The placement of the year 2000 MUSA line relative to my land, and 2. The designation of my land as park on this MUSA line map. I am concerned that my land is not included within the }~SA line which Administrator Hartley referred to as the ultimate extension of this line in his comments to the representatives of the Metropolitan Council. There are three reasons why my land should be within this line: It is .one of the most desirable tracts of development land remaining in the city. With it's excellent river and highway frontage, when developed it will contribute measurably to the tax base of the City. The City Council has approved the concept of a river crossing onto my land· However, I am told that the city will not receive bridge cons:ructions cost aid without my property being located within the City Council/August 23, 1988 Page 3 of 15
