Support Information for Application for <br />Conditional-Use, Grading, Mining and Filling Permits <br />for Operation of an Industrial-Waste Landfill, <br />Bladholm Property, Ramsey, Anoka Co,, MN <br /> <br />INTRODUCTION <br /> <br />Objective <br /> <br /> The objective of this report is to present information required for a <br />conditional-use permit (Sec. 170.013D, City of Ramsey Code), and grading, <br />mining and filling permits (City of Ramsey Ordinance %87-9) for a proposed <br />facility (figure 1, page A2, Appendix C) for the storage and/or'disposal of <br />concrete wastes from past operations of Prestressed Concrete Inc. <br />(Prestressed) and from present and future concrete-product-manufacturing <br />operations of Bladholm Brothers Inc. (Bladholm). <br /> <br />Current Situation <br /> <br /> From the late 1970's (?) until June 1984, Prestressed used the 74.04- <br />acre Ra~sey property (fig. 1) for a ready-mix facility and for structural- <br />concrete manufacturing operations. In addition to the ready-mix and <br />structural-concrete manufacturing facilities, which included one permanent' <br />and several temporary buildings, the site was used for a number of <br />activities attendant to such operations. These activities included <br />aggregate storage, equipment and supplies storage, and land-surface storage <br />of concrete-products and mixer-truck clean-up waste disposal. <br /> <br /> Bladholm purchased the property from The First National Bank of Anoka <br />on March 20, 1987.
