area (4). Accordingly, Bladholm manufacturing operations will continue to <br />produce concrete wastes in volumes at least equal to those from the present <br />operations. The volu~es of waste would increase significantly in the future <br />if the Company manufactures prestressed-concrete products in addition to the <br />concrete pipe currently produced. <br /> <br />Suggested Solution <br /> <br /> Bladholm is fully cognizant that its operations must not permanently <br />affect the use of land-surface and subsurface environments. Accordingly, <br />Bladholm requests that City of Ramsey (refer to Part A), Anoka County, <br />Metropolitan Council of the Twin Cities and the Minnesota Pollution Control <br />Agency all grant it permission to store/dispose its generated concrete <br />wastes within a 13.3-acre landfill within its property in parts of SE}SW}, <br />section 27 and in parts of the NE}NW} section 34, both within T32N R25W, <br />City of R~msey, Anoka Co., Minnesota. <br /> <br /> Detailed monitoring of recently permitted industrial-landfill storage/ <br />disposal of concrete-product wastes within another part of the Twin Cities <br />metropolitan area has shown the safety and economic feasibility of such <br />facilities (5). Based upon this experience and a ~horough evaluation of the <br />local hydrogeologic environment, RY3% suggests that the concrete wastes from <br />past, present and future Bladholm property operations can be safely <br />disposed/stored within the above-proposed industrial-waste-landfill site. <br /> <br /> Information that follows was developed for City of Ramsey conditional- <br />use permit (exhibits a & b, appendix C) and grading, mining and filling <br />operations permit applications (exhibit c, appendix C). <br /> <br /> This information includes detailed data on the local hydrogeologic <br />environment of the proposed industrial-waste landfill and environs that is <br />being prepared for review by the Minnesota Pollution Control Agency (MnPCA). <br /> <br /> R.K.
