As shown in table III, all constituents are below the <br />MnPCA-suggested maximum values. <br /> <br />Landfill Procedures <br /> <br /> Figure 4 (map 2b), the cell-location plan depicts: (1) the areal limits <br />of 23 proposed cells (to be filled one per year) with local base or swail <br />a~d (finished) upper-land-surface altitudes; (2) the position of interim <br />drainage ditches; and (3) areal limits and base altitude of the percolation <br />pond and adjacent topsoil storage areas. A tentative schedule of yearly <br />landfilling, a note describing the operating procedures, and a vertical <br />section through a typical "cut and fill" excavation, are presented in the <br /> <br />upper right part of figure 4. <br /> <br /> Figure 4 depicts the sequence of landfi!ling at the time when the <br /> <br />excavation for Cell 2 has been completed and just prior to the placement of <br /> <br />the concrete wastes within it. <br /> <br /> As described previously, Cell 0, the initial cell, would be excavated <br />at the northern limit of the proposed Site for the storage of an estimated <br />2,750 yd3 (11) of Prestressed's concrete wastes (12). The base of the <br />excavation for Cell 0 and all the other numbered cells is designed to be at <br />least 6 ft above the mean yearly water-table surface (fig. 2). <br /> <br /> The general sequence of the proposed landfilling operations, as <br />depicted on figure 4, would be as follows. The Prestressed concrete wastes <br />would be placed in Cell 0, compacted to at least a density of 2,500 lbs/ft~ <br />(about 40% porosity) with a Caterpillar (13) bulldozer and covered by a <br />layer of sandy materials (fig. 8) that had been previously excavated from <br />the cut. The sandy soils would have been cast to the north when the cut for <br />Cell 0 was excavated to positions no closer than 30 ft from the proposed <br />eastern roadway and west property boundary.
