acting on any application by WMMI for-a license, permit, variance or rezoning under CITY ordinances. 2.2 Remedial Action: Whenever there is a Release or a substan- tial threat of a Release from the Landfill into the environment of any Pollutant or Contaminant which presents a substantial risk to the public health or welfare, or to property, or whenever there is a Release or threatened Release of a Hazardous Substance into the en- vironment from the Landfill, the COUNTY shall order and enforce the commencement of or undertake Removal or Remedial Action relating to the Hazardous Substance, Pollutant or Contaminant which is necessary to protect the public health or welfare or the environment.
