Jerry $ivick stated that there are a number of areas on the landfill that
are at 4:1 slopes and no mud slides have been experienced. A~ part of the
design of the new cover system, Waste Management had to be concerned with
the stability of the slope and has gone through extensive calculations; the
purpose of the test plot is to verify the calculations.
Mr. Otto inquired if the cover design in the specific area of the ski
hill will be modified to be sure it will support equipment associated with
a ski hill.
Mr. Otter replied that the synthetic cover material will support structural
items; he would be overly concerned with vegetation destruction if only a
soil barrier wss used; he is still concerned for vegetation and is
requiring a certain amount of snow cover for skiing activity.
Mr. Otto inquired as to where the landfill is with volumes compared to
one year ago.
Mr. Otter replied that volume intake at the landfill has reduced by 20%;
that reduction has been in place 5-6 months; the remaining capacity at the
site currently would carry operations through to February; vertical
expansion is based on cubic yards and an estimated maximum time life is 5
years.

Thomas Williams - Inquired if Waste Management would be willing to commit
to ceasing operations, other than monitoring and remedial action, once the
vertical expansion is complete.

Mr. Otter replied that Waste Ymnagement in reference to the subject site,
Waste Management is not proposing any future additions to the north.
Mr. Otto inquired if Waste Managememt currently operates a ski hill
anywhere else.

Mr. Otter replied that Waste Management is currently in the process of
deve!cping a recreational facility in Cook County (Illinois); the Ramsey
site will be the first operating ski hill; Waste Ymnagement has various end
uses that bemefit a community - soccer, ball diamonds, viewing vistas,
walking trails, etc.

Mr. 0t:o stated that Waste ~nagemem: is operating under three time frames:
1) The MiS that is scheduled for a public meeting the end of September; 2)
The October 10 dead!ime to file a work plan with PCA for :he response
action plan; 3) The closing of the City's hearings on vertical expansion
· C_~y Council taking action before the EI$ and work plan are
through their processes. Mr. Otto inquired if Waste Management foresees
any prob!e=s with those schedules.

Mr. Otter replied that the deve!op=ent of a ski hill is subject to MPCA
appr~'al cf :he expansion and enviroumental concerns being addressed by
Waste ~uagemen:. Was:e ~=agenent needs the soils from the borrow area;
relative :o vertical expansicm, Waste Management does not need a
~ ~ ~ Zoning C~_=is~icn Public Hearing/September 8, 1988
