landfill space and that a new landfill will be on board to serve those
needs. Some of those needs are being served by a landfill to the north but
that landfill is not on a superfund list and they are about to be served a
consent order. This proposed vertical expansion project has designed
environmental improvements and defined impaCtS and remedies. The
environmental improvements will cost about 14 million dollars.
John Heinen - 6370 143rd Lane - Stated that as a citizen of £amsey for 14
years, he would be very unhappy if the landfill were not allowed to be
completed as Waste Management proposes. In it's current state, Ramsey has
nothing. Mr. Heinen stated that he has met with Mr. Otter and Miller and
he believes the citizens can benefit from what Waste Management is
proposing. Mr. Heinen stated that Waste Management's proposal might cause
his property value to rise back up to where it belongs. He is glad Waste
Management is operating the facility in Ramsey because they are spending
two million to clean up the water and 14 million to complete the project.
The project will help address metro landfilling needs for the next 4-5
years and result in a beautiful recreational place in Ramsey. Mr. Heinen
noted that without a recreational gevelopment at the site, Metro Council
would have no reason not to choose Site P. Mr. Meinen stated that he
really believes the site cannot be closed as is and he is happy Waste
}~nagement is in control; everybody in Ramsey will benefit from the proper
completion of the site.

Thomas Williams - 5180 157th Lane - Noted that proper capping of the
facility is required with or without the vertical expansion.
Mr. Otter stated that even though the State mandates capping, Waste
Management is proposing to include a recreational facility and a roadway in
the package.

Mr. Williams - Stated that it is his understanding that numerous barrels of
hazardous waste were buried on the site prior to Waste Management's
acquisition of the site. People are concerned that the hazardous waste
will be all,,ed to remain their rather than be relocated. People are also
concerned with the migration of polluted water; Was:e Management should
provide for the testing cf private wells in Hunter's Hill.
Mr. Otter stated that Waste ¥~nagement and ?CA are testing private wells in
duplicate.

Mr. Williams - Snared that nobody, except City Coucil, can force Site P on
F~msey; if :he City takes a stand against 8i:e P, it will no: happen.
Mr. Otter - Not6d fha: the landfill siting process pre-empued local
approval cf the project.

Mr. Williams - 8:ated :hat taking into consideration EPA work in the area
of siting landfills, Site P would be an acceptable site in the future.
Harold ZuDon - 6285 143rd Lane - Stated that the refuse will settle and
inquired ~s to what will keep the membrane cap from buck!ing and roots from
puuc:uring the me=brahe.
Planning & Zoning C~mission Public Hearing/September 14, 1988

Page 3 cf 7
