raising their prices so high that they are the only haulers that can afford
to dump there. Another problem arising from prolonging operations at the
landfill beyond 1990 and the subsequent denial of funding for improvements
at Gateway because of continued operations at the landfill could take
Gateway and AVTI out of consideration for State lundin§ for an expanded
avionics program. Mr. Ippel stated that if the vertical expansion is
approved, he recommendeds that the additional revenue generated by the
expansion be used towards land acquisition for clear zones around the
airport.
Mr. Otto - Noted that the landfill elevation proposed with vertical
expansion is 1020 feet; the airport protected airspace in the vicinity of
the landfill is 1020 feet; any equipment on top of the landfill like tow
rope supportS, lights, etc., would penetrate the protected airspace.
Mr. Otter - Stated that issues raised by Mr. Ippel were addressed earlier
in this evening's presentation; in addition, if Site P becomes a reality,
it could knock out the airport. The plans for the existing landfill are
proposed to be an improvement and generate revenue for whatever the city
wants to do in the future. Regarding whether or not vertical expansion is
necessary, increasing the slopes with dirt would only result in the slopes
settling again as dirt is heavier than refuse; increasing the slopes with
refuse would enhance the runoff capability of the slopes in the event there
is a failure in the cap. Mr. Otter stated that the site cannot be properly
closed by 1990 nor does he feel there is the potential for the airport to
develop by 1990.
Mr. Ippel - Stated that the letters received indicate that as long as the
bird attractant problem exists, funding agencies will take a hard line on
approving funds for Gateway. Based on the fact that no unprocessed waste
may be landfilled after 1990, providing a certificate of need to that point
is within the realm of appropriate.
John Heinen - Stated that he disapproves of the opinions of a man who was
part of a small group that wanted.an unwanted company in Ramsey. Mr.
Eeinen stated that Waste Management should have the time they need to
complete the site properly. Ramsey can help get rid of waste for the next
4-5 years and then have a nice recreational area; that he doesn't wish for
Waste ¥~nagement to leave the site like it is and walk away.
Earold Zupon - Stated that he would much rather have a skiing area rather
than an airport.
~ ' walking
Virgil Barnes - 5415 151st Avenue - Stated that Waste ..anagement s
away if the do not get vertical expansion is not a question because they
mad% assurances that the landfill will be capped properly. Mr. Barnes
stated that he is concerned with the aviation program and the two year time
~-~ is very important. The Economic Development Company is trying to
attract clean industry to Ramsey; there is not a cleaner industry than
educaticn/schoo!s and the avionics program wonld be an asset to Ramsey.

Mike M:Clurken - 15~55 Juniper 5idge Drive - Inquired as to specifically
what material :he polymer layer consists cf and if :hat material has ever
Planning & Zoning Commission Public Bearing/September 14, 1988
