II--~J Hakanson
Anderson
Assoc.,inc.

Engineer, Surveyors
Lan d t,t..~pe A~chltects

September 14, 1988

Mr. Gerald Zimmerman, Chairman
Planning & Zoning Commission
City of Ramsey
15153 Nowthen Boulevard N.W.
Ramsey, MN 55303

Re: WMMI's CUP Application for Ski Hill/Vertical Expansion of
Landfill

Dear Mr. Zimmerman:
We have reviewed the documents submitted by ~q~I in support of the
CUP. WIr2~I is requesting a single CUP which would permit the
following:

1. Vertical expansion of the landfill
2. Development and operation of a ski hill
3. Excavation in designated east and west borrow areas
4. Rough grade a road R.O.W. through a wetland
WMI~I has complied with the terms of the development agreement
between the city and themselves stipulating an August 1, 1988
submittal date for plans.

There is some discrepancy between the final contours shown on the
i..~ica.e& verbally as a final
~rading plan and what has been '~ '"
elevation, in addition, there are wetland concerns associated with
the proposed right-of-way. ~i, however, has indicated that they
are willing to explore alternative alignments which might mitigate
wetland immacts. The City Engineer favors shifting the road to the
north a!on~ the lot line since a shift to the south would not be a
favorable alignment across Sunfish Lake Blvd.
With respect to the excavating, primary concerns have to do with
operational restrictions and limits of grading for the mining
omeration. The aDD!icant has indicated that mining in the borrow
a~eas would be sufficiently above the water table to mee~ City
standards.

ZZZ Monroe~ S~ee~t
Anoka.
