~eptember 26, 1986 <br /> <br />Mr. Gary Reimann, Mayor <br />and the Ramsey City Council <br />15153 Nowthen Blvd. N.W. <br />Ramsey, MN 55303 <br /> <br />RE: <br /> <br />Vertical expansion of the Sanitary Landfill as it <br />affects the airport planned development. <br /> <br />Dear Mr. Reimann and City Council Members: <br /> <br />It has been brought to the attention of the Airport <br />Commission that the Met Council is requesting a public <br />hearing to gather technical information in reference to <br />an approval of a request to permit the vertical <br />expansion of the Sanitary Landfill within the City of <br />Ramsey. <br /> <br />The Airport Commissioners, including myself, feel that <br />it is important that we reiterate'the conflicts which <br />would develop due to the vertical expansion of the <br />Landfill and the proposed airport development. <br />Therefore the Airport Commission has appointed me to <br />address these issues by way of this letter. <br /> <br />I would first of all like to make reference to the ' <br />airport master plan dated October, 1985. Per this plan <br />several references have been made in reference to the <br />expansion of the Landfill. One such reference is from <br />the Federal Aviation Administration, in which it cites <br />FAA order 5200.5. in referring to this particular order <br />number it establishes the fact that the current Landfill <br />is within 5,000 ~eet of the runway which in turn is <br />considered to be an incompatible use of land. <br />Additionally the vertical height of the Landfill <br />presently does not protrude into the required protected <br />air space for safety reasons. However if a permit is <br />approved to allow an additional vertical expansion of <br />the current Landfill, it will protrude into the safety <br />zone. In the reviewing of the airport master plan one <br />of the two noncompatible uses for the development of the <br />airport was the Sanitary Landfill. <br /> <br /> <br />
