PLANNING I%ND ZONING COM}~I$$ION PROPOSED FINDINGS OF FACT LANDFILL EXPANSION/SKI HILL PROPOSAL FOR A CONDITIONAL USE PERMIT That Waste Management of Minnesota, Inc. hereinafter referred to as "WMMI" has applied to the city of Ramsey ("City") for a single conditional use permit (CUP) to allow the following uses: (a) Use land currently zoned for industrial use for Vertical Expansion of the existing landfill with at least 635 acre- feet of additional landfill capacity; (b) (c) (d) Use land currently zoned as industrial and residential for construction of a tow rope, warming house and adjacent parking facilities and perimeter fence and operation of a ski hill and sledding recreational facility in connection with the above described improvements; Rough grading of a road righ~-of-way; and Excavation, grading and transportation of soil materials for use as landfill cover material. That ~MM.I appeared before the Ramsey Planning and Zoning Commission for a public hearing pursuant to Section !70.013D of the Ramsey city Code on September 8, 1988 and on September 14, 1988 and that said public hearing was properly advertised. Notice of said public hearing was published in the City's legal newspaper, Anoka County Union, September , 1988 and mailed notices of the public hearing were sent at least ten days prior to the public hearing to property owners within 350 feet of the outer boundaries of the property in question. That minutes of the public hearing are attached hereto and incorporate~ herein as if fully set forth at this point.
