PLANNING AND ZONING COMMISSION <br />PUBLIC HEARING <br /> CITY OF £AMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Planning and Zoning Commission conducted a public hearing on <br />Wednesday, September 14, 1988 at the Ramsey Municipal Center, 15153 Nowthen <br />Blvd. N.W., Ramsey, Minnesota regarding United Power Association's request <br />for a conditional use permit to located an electrical substation in the B-1 <br />Business District. <br /> <br />Members Present: <br /> <br />Mr. Gerald Zimmerman, Chairman <br />Mr. Michael Terry <br />Mr. Jim Holm <br />Mr. Terry Hendriksen <br />Mr. Charles LaDue <br /> <br />Also Present: Mr. Merland Otto <br /> <br />Members Absent: <br /> <br />Mr. Jim Howell <br />Mr. Roy Shumway <br /> <br />CALL TO ORDER <br /> <br />Chairman Zimmerman called the public hearing to order at 7:36 p.m. <br /> <br />CITIZEN INPUT <br /> <br />Mr. Gary Ostrom - UPA - Stated that the facility will be named the Ramsey <br />Substation; estimated project cost is $515,000; estimated tax base to <br />Ramsey from the facility is $20,000/year. <br /> <br />John Gasal - Anoka Electric Cooperative - Gave a presentation depicting the <br />four existing substations serving the area and alignment of transmission <br />lines. Mr. Gasal stated that the proposed site was chosen because it would <br />be centrally located between existing sites; to not locate a substation <br />centrally between existing substations increases the cost of underground <br />feeders by thousands of dollars; this cost would be reflected in the rates <br />Anoka Electric Cooperative charges it's customers. <br /> <br />Mr. Gary Ostrom - Stated that UPA obtained an option on a site 900 feet <br />east of the orginally proposed site which met with some opposition from <br />nearby residents. The newly proposed site is also zoned B-1 Business and <br />surrounded by B-1 Business propeyty. <br /> <br />There was no other citizen input. <br /> <br />Motion by Commissioner Hendriksen and seconded by Commissioner Terry to <br /> Planning & Zoning Commission Public Hearing/September 14, 1988 <br /> <br />Page 1 of 2 <br /> <br /> <br />
