PROPOSED FINDINGS OF FACT <br /> M]~. LAZAKUS GILLES <br /> <br />1. That Mr. Lazarus Gilles, hereinafter referred to as "Applicant", has <br /> properly applied for a conditional use permit to maintain a second <br /> principal structure on the property at 8201 163rd Avenue N.W. <br /> <br />2. That the applicant appeared before the Planning and Zoning Commission <br /> for a public hearing pursuant to Section 170.016 of the City Code on <br /> October 4, 1988 and that said public hearing was properly advertised <br /> and that the minutes of said public hearing are hereby incorporated by <br /> reference. <br /> <br />3. That the property which is the subject of the application is located at <br /> 8201 163rd Avenue N.W. and is legally described as follows: <br /> <br /> Lot 9, Block 4, Oakridge Estates, Anoka County, Minnesota <br /> <br />That the subject property is zone R-1R Residential and is approximately <br />3.3 acres in size. <br /> <br />5. That the surrounding properties are zoned R-iR Residential. <br /> <br />6. That Section 170.015F of the Ramsey City Codes states that there shall <br /> not be more than one main building on any one lot. <br /> <br />7. That there are no other similar permitted uses in the City. <br /> <br />8. That the proposed second dwelling will not substantially increase <br /> traffic to and from the subject property. <br /> <br />9. That the proposed second dwelling will not be unduly dangerous or <br /> detrimental to persons residing or working in the vicinity of the <br /> subject property. <br /> <br />10. That the proposed second dwelling will not adversely impair the use, <br /> enjo)~ent or market value of any surrounding property. <br /> <br /> I1. That the proposed use will/will not be harmonious with and in <br /> accordance with the specific objectives of the Comprehensive Plan. <br /> <br />12. That the proposed second dwelling will be appropriate in appearance <br /> with the intended character of the R-IR Residential District. <br /> <br />13. That :he proposed second dwelling will not change the essential <br /> character of the R-1R Residential District. <br /> <br />14. That the proposed second dvelling will not be disturbing to existing <br /> or future neighboring properties. <br /> <br />15.
