Hakanson
Anderson
Assoc., Inc.

Engineers, Surveyors &
Landscape Architects

September 30, 1988

Mr. Gerald Zimmerman, Chairman
Planning & Zoning Commission
city of Ramsey
15153 Nowthen Blvd. N.W.
Ramsey, MN 55303

Re: Holiday Station Site Review

Dear Mr. Zimmerman:

We have reviewed the proposed site plan for the Holiday station at
the corner of U.S. Highway 10 and County Road No. 56 (Ramsey Blvd.)
and offer the following comments:

1. our primary concerns are the potential traffic and safety
problems associated with a high volume business at this
location. The applicant should submit projected daily and peak
hour traffic volumes to more adequately assess potential
problems.

2. The driveway off Highway 10 should be restricted to an entry
only since right turns back onto Hwy. 10 would be into or
across the right turn lane for Ramsey Blvd. We have not yet
received a review letter from Mn/DOT on this project. Thus,
entry and exist should be re-evaluated pending their comments.

3. A letter from the County Engineer's office is attached. Our
concern is that adequate stacking capability is provided with
exits back onto Highway 10. The proposed location of the drive
on Co. 56 appears to be about the best compromise allowing for
stacking at the stoplights (5 cars) and at the railroad tracks
(about 7 cars).

4. The discussion at the joint P&Z/EDC meeting on September 29
indicated the most acceptable concept for a service road
paralleling the railroad tracks was to loop back to Highway 10
rather than exiting to Co. 56 directly adjacent to the track.
Under such a concept, the frontage road would intersect Hwy. !0
at least 300' east of 56. Thus, no easement for frontage road
would be required of this parcel.

2.22 Monroe Street
Anoka, Minnesota 55303

612/427-5860
