15. The proposed development shall not lessen public access to and along the river bank, nor <br /> does it lessen public opportunity to view the river from within the corridor. <br /> <br />16. <br /> <br />Adequate parking facilities shall be provided to service the proposed development. The <br />construction of said parking facilities shall be consistent with the character of the river <br />corridor, screened from river view by natural vegetation and not in excess of that <br />reasonably foreseen to be required by the development proposal. Said parking facilities <br />shall also meet the minimum requirements of the Ramsey Zoning Ordinance related <br />thereto including structure setbacks from the OHWL and bluffs. <br /> <br />17. <br /> <br />The conduct of all grading, landscaping, structure placement and street routing shall be <br />consistent with and to the maximum extent in furtherance of the goals and policies for the <br />development of the river corridor set forth in the Mississippi River Critical Area <br />Corridor/MNRRA Plan. <br /> <br />18. <br /> <br />The use of Best Management Practices (BMPs) as guided by professionally accepted <br />publications from the Minnesota Pollution Control Agency for water and groundwater <br />quality and the Minnesota Department of Natural Resources for woodland preservation, <br />water quality, and wildlife habitat shall be incorporated into site development. <br /> <br />M. River Crossings. <br /> <br />1. Utility Facilities: Utility crossings of the Mississippi River Corridor or routing within the <br /> corridor shall meet the following standards: <br /> <br />Underground placing of the utility facility including transmission service line shall be <br />required unless economic, technological and land characteristic factors make <br />underground placement unfeasible. Economic considerations alone shall not be <br />made the major determinate regarding feasibility. <br /> <br />b. Overhead crossings, if required, shall meet the following criteria: <br /> <br />(i) The crossings shall be adjacent to or part of an existing utility corridor, including <br /> bridge or overhead utility lines. <br /> <br />(ii) All structures utilized shall be as compatible as practicable with land use, scenic <br /> views and existing transmission structures in height, material, color and design. <br /> <br />(iii) Right-of-way clearance shall be kept to a minimum. <br /> <br />(iv) Native vegetation screening shall be utilized to the maximum extent consistent <br /> with safety requirements. <br /> <br />(v) Routing shall avoid unstable soils, blufflines or high ridges, or woodlands, and <br /> the creation of tunnel vistas, and the alteration of the natural environment, <br /> including grading and vegetative removal shall be minimized. <br /> <br />(vi) The crossings shall be subject to the site planning requirements set forth in this <br /> code <br /> <br />page 8 <br /> <br />Mississippi River Overlay District <br />Draft - Oct '05 <br /> 103 <br /> <br /> <br />
