c. Utility Substations shall be subject to the following standards: <br /> <br />(i) All substations shall be subject to the site planning requirements set forth in this <br /> code <br /> <br />(ii) New substations or refurbishment of existing substations shall be compatible in <br /> height, scale, building materials, landscaping and signing with the natural <br /> surrounding environment or land uses. Screening by natural means is encouraged <br /> and should be compatible with the surrounding environment. <br /> <br />Pipelines and underground utility facilities shall be subject to the following <br />standards: <br />(i) All pipelines and underground facilities shall be subject to the site planning <br /> requirements set forth in this code. <br /> <br />(ii) The facilities shall be located to avoid slopes greater than 12%, wetlands, <br /> woodlands and areas of unstable soils. <br /> <br />(iii)All underground placing of utility facilities and pipelines shall be followed by re- <br /> vegetation and rehabilitation with native materials appropriate for site conditions. <br /> <br />Public and Private Streets and Railways. New roads, bridges and railways crossing the <br />Mississippi River corridor or routed within the critical area corridor shall meet the <br />following standards: <br /> <br />a. Streets, railways and bridges shall be constructed to minimize impacts on the natural <br /> terrain and natural landscape. <br /> <br />b. Excessive cuts and fills are to be avoided where possible. <br /> <br />c. All streets, railways and bridges shall be subject to the site planning requirements set <br /> forth in the code <br /> <br />d. New streets and railways shall not utilize the river corridor as a convenient right-of- <br /> way for new arterials or main lines. <br /> <br />e. Transportation facility river crossings shall be minimized and concentrated at <br /> existing crossings where possible. <br /> <br />f. When planning and designing public transportation facilities consideration shall be <br /> given to provision off <br /> <br />(i) scenic overlooks for motorists <br /> <br />(ii) safe pedestrian crossings and facilities along the Corridor <br /> <br />(iii) access to the river front in public ownership and reasonable use of land between <br /> river and transportation facilities <br /> <br />N.
