1. Existing structures. <br /> <br />Structures which do not meet locational requirements established under the zoning <br />ordinance may be allowed to continue in their current state, may be rebuilt or <br />remodeled including structural components, but are not permitted to expand or <br />increase from their original size. <br /> <br />If the structure is proposed to be rebuilt or remodeled, a site development plan is <br />shall accompany the building permit for review and approval consistent with the <br />provisions contained in this section. <br /> <br />2. Signs: <br /> <br />a. Advertising signs that are visible from the river are prohibited. <br /> <br />All business and advertising signs permitted within the Mississippi River Overlay <br />District shall conform with the provisions of the City's Zoning Ordinance and meet <br />the following criteria: <br /> <br />(i) Views of the water from vistas and public roads shall not be impaired by the <br /> placement of business or advertising signs. <br /> <br />(ii) Advertising signs may be located only on the non-riverward side of public <br /> transportation routes which are parallel and adjacent to the riveffront. <br /> <br />O. Public Boat launching ramps and Marinas. <br /> <br />1. Marinas, public or privately owned, are prohibited. <br /> <br />Public boat launching ramps shall be used by the City as criteria in acting upon petitions <br />for conditional use permits as provided in this code. Private boat launching ramps are <br />prohibited. The following criteria in addition to those contained in item C, Purpose and <br />Intent, of this Section and the Zoning Regulations Section 9.03.04 are applicable: <br /> <br />Boat ramps shall be of the minimum dimensions and site alteration necessary, and <br />shall comply with all site plan approval, grading and filling, soil erosion control, <br />vegetative management and other provisions of this Ordinance. <br /> <br />b. Boat launching ramps shall be located only where access streets are adequate to <br /> handle the traffic load generated by the facility. <br /> <br />c. Parking areas shall be screened from the river and adjoining residential property and <br /> located at least 100 feet from the ordinary high water level. <br /> <br />d. The impact of the boat launching ramp and accessory parking shall not adversely <br /> affect the environmental quality of the site or the surrounding neighborhood. <br /> <br />Boat launching ramps and minor accessory building and haul-off facilities shall be in <br />character and scale with the surrounding neighborhood and compliant with this <br />Ordinance with the exception of OHWL setbacks for public structures that are <br />intended for river corridor activities. <br /> <br />page 10 <br /> <br />Mississippi River Overlay District <br />Draft - Oct '05 <br /> 107 <br /> <br /> <br />
