[ADD NEW SECTION TO REFERENCE NEW CITY CODE/ZONING CODE PROVISIONS <br />FOR DOCKS (MULTIPLE AND SINGLE PROPERTY OWNER USE]. <br /> <br />P. Riverfront Protective Structures. Structures to secure, stabilize or prevent erosion shall only <br /> be used when the use of plantings or other natural ground stabilization are determined to be <br /> ineffective and would otherwise cause additional negative impacts to the river corridor. <br /> <br />Q. Special Provisions and Dimensional Requirements. <br /> <br />Purpose. The Special Provisions establish detailed requirements related to dimensions <br />and performance standards to insure a high standard of development and protection of the <br />natural environment in the Mississippi River Overlay District. <br /> <br />Lot of Record. The determination of the status of an individual lot as being a lot of <br />record recognized by the City of Ramsey City Council as being a duly recorded lot for <br />which the City will issue a building permit or other such applicable permit shall be made <br />in accordance with the provisions of the City's Zoning code and Subdivision Regulations <br />or amendments thereto. <br /> <br />Nonconforming Lots and Uses. Nonconforming lots and/or uses which do not meet the <br />minimum requirements of this Code, the City's Zoning Code and Subdivision <br />Regulations and other applicable codes of the City shall have a status and be regulated <br />under the provisions of the Ramsey Zoning Code. <br /> <br />4. Minimum Lot Requirements in the Mississippi River Overlay District. Any lot located <br /> within the Mississippi River Overlay District shall: <br /> <br />a. Meet the minimum requirements for the particular base zoning district if the lot was <br /> platted prior to [effective date of the Mississippi River Overlay District]. <br /> <br />Existing lots as of [effective date of the Mississippi River Overlay District] may not <br />be subdivided unless the remnant portion of the original lot and the newly subdivided <br />lot meet the requirements of this section. <br /> <br />c. If the land is platted after the effective date of the Mississippi River Overlay District, <br /> the development shall: <br /> <br />(i) not exceed the density of the underlying zoning district. <br /> <br />(ii) be developed under a Planned Unit Development (PUD) as contained in Section <br /> 9.20.31, when conservation subdivision design principles are incorporated to <br /> cluster development and minimize the impact on natural resources. <br /> <br />(iii)preserve 50% of the land within the development as open space. Riverfront open <br /> space is a priority in the Mississippi River Overlay District. <br /> <br />(iv) minimize site alterations and minimize street and infrastructure development to <br /> reduce negative environmental impact. <br /> <br />(v) contain specific conditions relative to buffering landscaping and revegetation. <br /> <br />page 11 <br /> <br />Mississippi River Overlay District <br />Draft - Oct '05 109 <br /> <br /> <br />
