Mr. Thomas asked if they would all be single-family lots.

Chairperson Nixt indicated right now they are all showing as single-family, but when
services are available it could be anything, depending on what the zoning allowed at the
time. He stated that is so far out it caunot be determined.

Mr. Thomas suggested that people with 2 ½ acre lots could have five homes behind them.

Chairperson Nixt indicated that theoretically that would be possible, but they are not
considering anything tonight except 16 lots.

Mr. Thomas asked if traffic would mn down Erkium Street, or if there is another street.

Associate Planner W0td stated the development would gain access to Erkium Street and
down to 177th.

Mr. Thomas asked why the homeowners were not brought into the process on the Cluster
Ordinance before now.

Commissioner Johnson indicated the City tried to notify all residents of the city what was
happening. He noted that some of these 2 ½ acre lots will be developed into 7 or 8 new
lots, and more of that is what the City is trying to avoid.

Mr. Thomas indicated in Andover they are developing with 2 ½ acre up to 10 acre lots.
He stated it is hard to imagine 38 homes on 40 acres.

Commissioner Johnson stated he would suggest Andover will have a problem when City
sewer and water is available.

Roger Rowbotham, 17715 Erkium Street, showed his home on the map. He indicated it was
mentioned this is the first proposed development, and he would like to see a working
system, which is his first concern. He stated there will be wells on smaller lots, which is
also a concern for their existing wells. He added that individual septics fail, and asked
what would happen if this communal system fails. He stated there is no track record for
these systems. He indicated he understands development happens, but this is making a
decision for all of Ramsey. He added he wants to stay in his home.

Mr. Rowbotham stated that Erkium Street will b~ bombarded with traffic, which is a
disaster waiting to happen. He stated the City needs to take it slow.

Commissioner Johnson noted that Staff should be able to provide examples of working
communal septic systems that the neighbors can look at.

Mr. Rowbotham asked what kind of timeline they ore..looking at for City services.

2O
