Case #2: <br /> <br /> Planning Commission Minutes- February 2, 2006 <br /> <br />Request for Preliminary Plat Approval of Shade Tree Creek; Case of <br />Shade Tree Communities <br /> <br />Presentation <br /> <br />Associate Planner Dalnes indicated that Staff is recommending tabling this item for <br />additional information and continuing the public hearing. <br /> <br />Associate Planner Dalnes stated that the applicant is proposing to create 16 single-family <br />lots on approximately 40 acres. She indicated that the property is currently located in the <br />R-1 Rural Developing District, with a minimum density of I lot per 2.5 acres. She <br />indicated that as part of the requirements fo/' cluster developments, a detailed plan for the <br />design, management, and maintenance of the community septic system is required. She <br />stated this information has not been submitted at this time. She indicated that Staff is <br />requesting that the applicant submit details concerning the community septic system. <br /> <br />Associate Planner Dalnes stated that also, as part of the requirements for cluster <br />developments, a utility plan outlining the installation of sewer and water facilities is <br />required. She indicated that the applicant has submitted materials indicating the location <br />of sewer facilities, and is proposing individual wells to provide water services to the <br />proposed lots. She indicated that the City has required additional information outlining <br />the installation of water loop facilities and a maintenance plan to ensure the integrity of <br />these installations over time. <br /> <br />Associate Planner Dalnes stated the preliminary plat is proposing to gain access from <br />Erkium Street. She indicated the property currently contains an existing private drive that <br />provides access to the property located immediately to the south. She indicated that Staff <br />is recommending that the public street be platted and constructed to urban standards to <br />the southern-most lot, and that rural standards be followed to pave the extent of the street <br />to the edge of the parcel. She added that the plat is showing a future eastJwest street. She <br />stated Staff is recommending that the configuration of the proposed future street be <br />platted as part of the first phase and constructed to rural standards to the west edge of the <br />parcel to facilitate a future westerly connection. She indicated that a variance to cul-de- <br />sac length is also being proposed as part of the plat. <br /> <br />Public Input <br /> <br />Vice Chairperson Johnson opened the public hearing at 7:12 p.m. He noted that there <br />were a series of communications in front the Commission from people with interest in <br />this matter, which were given to them just prior to the meeting. <br /> <br />Megan Wald, Shade Tree Construction, stated they have been working with Staff since <br />they received the review letter, and have given staff revised plans, which she feels <br />addresses the questions.
