Rum River Prairie <br />Preliminary Plat Review <br />February 28, 2006 <br />3 of 4 : <br />subdivision to provide a second access to the entire development. Please submit a revised site <br />plan showing the construction of Wolverine Street as a cul-de-sac. <br /> <br />Sidewalks: Sidewalks must be constructed along one side of all streets within the plat. The <br />submitted street plan indicates the installation of a 5 foot wide concrete sidewalk on the north <br />and east side of Wolverine Street and the north side of proposed 170t~ Avenue. A 5 foot concrete <br />sidewalk is also required on the west side of Tiger Street throughout the extent of the plat. <br /> <br />Traffic Generation Analysis: A traffic generation report will be required as part of tiffs plat. <br />The analysis will be conducted by City Engineers and billed accordingly. Staff will not bring <br />forward the preliminary plat to the City Council until th/s study is completed. <br /> <br />Water Utilities: The plat application lacks a plan for the provision of water. If a commLtnity <br />is proposed, please submit details regarding the location and design of this well. If individual <br />wells are proposed, please submit a revised utilities plan indicating the location of these wells <br />and a maintenance plan for ensuring the integrity of the unused water pipes. Please submit a <br />revised site plan indicating a water source. <br /> <br />Sewer and Septic Utilities: The Minnesota Pollution Control Agency will be reviewing and <br />permitting the community septic system. All City approvals will be contingent upon receipt of <br />this permit for the location indicated. Upon permitting by the MPCA, the City will require <br />detailed information concerning the design, exact location, and maintenance of the primary and <br />secondary community septic systems. Information concerning the contractor responsible for <br />maintaining and monitoring the community septic system is required. This system will also <br />require an annual inspection. <br /> <br />Please submit details on the specific design elements of the septic system and materials <br />outlining the responsible party for the management and maintenance of this system. <br /> <br />Home Owners Association: A Home Owners' Association (HOA) is required for tl-fis <br />development, to manage the maintenance of the communal septic system. The City will review <br />all HOA documents prior to release of the final plat for recording. The HOA will be required to <br />establish a financial surety to insure the adequate operation and maintenance of the on site <br />system, and the eventual connection to the municipal system when it becomes available. It is also <br />the developer's responsibility to notify potential purchasers of cluster lots of the possibility of <br />furore development on the remainder of the parcel. The notice must include a statement to this <br />effect and include a copy of the Urban Development Plan required as part of City Code. A copy <br />of this notice shall be sent to the City. The developer shall obtain a signed acknowledgement <br />from the purchaser stating that the purchaser has reviewed the future development notice, and <br />understands that the remnant parcel may be developed in the future. <br /> <br />Park Dedication: The preliminary plat will be forwarded to the Park and Recreation <br />Commission for a recommendation on park dedication.
